Which of the following most accurately describes the problem?

Trade Union officials talk too much and listen too little; management is much too preoccupied with bonus schemes; manufacturers are much too concerned with initial price. These, briefly, were some of the opinions expressed by lorry drivers when CM made an all-night trip to the North and back, interviewing the trunkers on the road and in cafes.
