Which of the following most accurately describes the problem?

IT will be remembered that the 1 C.M.U.A. has repeatedly urged the Minister of Transport to authorize the regular operation of services from localities where children • have been evacuated to the reception areas. Until recently, the view of the Government was that it would be undesirable, in the early stages of evacuation, to add to the difficulties by authorizing increased transport facilities.

As the result of representations by the C.M.C.A., the Ministry of Transport has now directed the Regional Transport Commissioners to consider authorizing suitable services, and committees of operators are being formed in the regions to assist the Commissioners in their task.

According to the circular issued to operators from the Metropolitan Region, the main conditions under which permits would be granted are as follow :—

Excursions to any particular destination ,or group of destinations within a reasonable "distance 01 one another will only be authorized once in each calendar month. A permit will only be valid for the day for which it is granted.

12) The passengers will he limited to parents and other people intending to visit the children,, who. before they will be allowed to travel must be In possession of an official voucher issued by the local education authority. It will he open to an operator to advertise any excursion he is authorized to operate. (5) The authorized excursions will generally be to destinations within about. 50 miles of London.

but not, to seaside resorts, where adequate 'facilities already exist; in certain eases, they may be authorized to destinations beyond 50 miles which cannot be reached by other facilities..

(4) It has been suggested that the appropriate return day fares fer the journey should be at the rate of 1E. per 10 miles of the distance on the outward journey. e.g., for a destination 45 miles away the return fare would he 4s. fal.

If, however, it be desired to charge a fare at a rate other than that on the above mileage rate, the fare proposed and the reason for wishing to charge that fare should be stated on the application form. (3) If an operator be unable to operate an authorized excursion on the basic isane of fuel allowed to him, niter allowing for essential ser vices he wishes to provide which are in the national interests, he will be granted supple mentary rations of fuel to operate the excursion authorized under these special arrangements. It will, however, be a condition of the issue of a permit that the operator shall not undertake' the operation of contract" or unlicensed "private hire" journeys to carry passengers visiting evacuated children. Moreover, no supplementary fuel rations will be authorized for such ' contract" or "private hire" unlicensed journeys. (6) It is proposed to authorize the first excursions during the Easter period. i.e., on any (lac from Good Friday to Easter Monday. (7) Applications err appropriate forms, should be received not later than the 15th of the calendar month preneding that in which it is desired to operate the excursion.
