"It is costing ratepayers a fortune. We come in on Monday and find rubbish dumped everywhere — literally on roads and verges. We took away 31 loads last week. Three years ago we spent £60,000 clearing rubbish. This year we've budgeted £100,000 and we will certainly overspend," says the council.
