Which of the following most accurately describes the problem?

• East Yorkshire Motor Services has reintroduced crewoperated double-deckers to Hull. As part of a general reorganisation, the company has introduced more direct local services, altered others, and changed frequencies. It has also recruited conductresses and bought seven former London Transport Routemasters.

The old open-platform buses have been repainted in the traditional East Yorkshire colours of dark blue and primrose with a white roof band, and they are working at a ten-minute frequency on one basic service, to Longhill, called the "Clipper" route. It is hoped that the quicker running times will also generate more traffic, although further conversions are not planned.
