Which of the following most accurately describes the problem?

• Making false declarations in order to obtain vehicle excise licences has cost Paul Brennan, a partner in Brennan Tankers (Leeds), and Jack Mortimer, the firm's transport manager, £975 in fines and costs.

Mortimer, of Summerfield Road, Bramley, West Yorkshire pleaded guilty before Morley magistrates to two offences of making a false declaration. He was fined £300 and ordered to pay £25 prosecution costs. Brennan, of Bradford Road, Tingley, admitted five specimen offences of using two vehicles without excise licences. He was fined £625 with £25 costs.

Senior traffic examiner Bryan Walscher said that Mortimer, with Brennan's full knowledge and co-operation, made false declarations over three months in order to obtain excise licences for two of the firm's vehicles.

Brennan said the firm had cashflow difficulties at the time. It had a contract requiring the two vehicles concerned but could not afford to tax them.
