TRANSPORT MINISTER Norman Fowler last week gave an assurance that there would be a free vote on the seat belts bill which, he has warned, would almost certainly be introduced into Parliament.

The forecast of a Private Members' Bill came from Neil Carmichael (Labour, Kelvingrove)after Mr Fowler repeated his view that he had no plans to make the wearing of seat belts compulsory.
