Which of the following most accurately describes the problem?

LONDON rush-hour travel is greater than ever, although fewer people are travelling to work by road despite a big increase in the number of private.vehicles in use. This was stated by London Transport this week, when they issued new London rush-hour figures following a census of passengers and vehicles entering the West End and City. The census compares conditions with 1957, the year before the bus strike, and shows that between 7 a.m. and 10 a.m., 1,270,000 people travel up to the West End and City to work. This is 3 per cent. (or 40,000) more than three years ago. Passenger traffic on the buses dropped by 14 per cent. to 222,000 in the morning -peak, a change largely brought about by the irregularity and gaps in the running of the services. Despite an extra 27,500 private vehicles adding-to the congestion each morning, the total-number of Passengers (344,000) travelling by road on public and private transport during this period, actually dropped by 1 per cent. Rush-hour buses have been cut by 900 to 5,200 since 1957 because of the falloff in passengers, but they still carry nearly twice as many passengers as the 91,500 private vehicles entering Central London. • The increase of private car traffic during the past year occurred before and immediately after the busiest quarterhour of the morning peak.
