Which of the following most accurately describes the problem?

• The Road Haulage Association's reported failure to find insurance cover for hauliers fined for carrying stowaways has prompted one company to come forward.

The TT Club policy will reimburse hauliers hit by the £2,000-per-stowaway penalty imposed by the 2000 Immigration and Asylum Act. It will also cover legal defence costs arid cargo damage caused by stowaways.

The TT Club provides insurance cover for shipowners, who assumed greater liability for stowaways following containerisation. Club director Andrew Kemp says the club offers the same service to freight forwarders and international hauliers.

It also advises on how to reduce the chances of stowaways entering trailers undetocted—but Kemp wants the Government to target illegal immigrants rather than hauliers.

• The Freight Transport Association is planning to offer insurance cover of up to £50,000 for hauliers prosecuted under the Immigration Act.

But, while the FTA's Insurance Service will cover legal costs, including appeals, it will not cover the tines themselves.
