Which of the following most accurately describes the problem?

ASCHEME whereby fish from late catches could be taken by R.H.E. vehicles to Inverness and dispatched by rail to Glasgow, was -suggested by the Road Haulage and Railway Executives when Messrs. Ranson and Sons, hauliers, applied to the Scottish Deputy Licensing Authority for a licence to carry fish direct from Helmsdale, Sutherland, to Glasgow.

Mr. T. S. H. Burns, for the applicants, said that it was amazing that, in the clamour for reducing costs, the trading community should be compelled to have goods double-handled. The Deputy Licensing Authority, Mr. A. Robertson, refused the application. saying that the plan to have a clearing house at Inverness should be given a trial.
