Ministry of War Transport visited Germany from October 8 to 16, to inspect the work of the Highways and Highway Transport Branch, Transport Division, of the Control Commission for Germany (British Element). The delegation comprised Messrs. P. J. R. Tapp, M.C., Director of Road Haulage, M.O.W.T„ J. H. Stirk, J.P., M.Inst.T., North , Midland Regional Transport Commissioner, J. H. -Balls, M.Inst.T., general manager, Thames Valley Traction Co., Ltd., R. W. Sewill, M.Inst.T., Director, Road Haulage Association, A. T. Robson, of Burn Transit, Ltd., G. Mackenzie Junner, F.R.S.A., M.I.A.E.,M.I.R.T.E., Editor " The Commercial Motor," and Charles F. Klapper, Assistant Editor " Modern Transport." The last two mentioned also jointly represented " Bus and Coach," "Motor Transport" and " Worlds Carriers." Mr, C. A. Birtchnell, C.B., M.Inst.T., Principal Assistant Secretary, Road Transport Division, Ministry of War Transport, who should have led the delegation, was prevented by pressure of business from joining it. The escorting officer for the party was S./Ldr. F. B. Low, R.A.F.V.R., of the Highways and Highway Transport Branch, and formerly of the B.E.T. group.

The party was met, on arrival in Germany, by Brigadier M._M. Simpson, M.B.E., Director-General of the Highways and Highway Transport Divi

sion. At his headquarters at Bad Oeynbausen discussions were held With his headquarters officers, dealing with co-ordination, vehicle maintenance, lorries and cars, buses and tramways, highways and bridges and permits, statistics and finance. The delegation subsequently had discussions with Mr.

R. J. M. Inglis, T.D., M.Inst.C.E., Chief of the Transport Division of the Control Commission for Germany.

In inspections of road -transport conditions, a distance of 1,500 miles was travelled by road, and visits were paid to the North German Coal Control, and the inland ports of Duisburg, Dusseldorf, Cologne, Hanover, Hamburg and Kiel. Inspections were made of roadfreight control, freight-vehicle overhaul workshops, the vehicle-recovery park at Lentfohrden, and passenger-transport undertakings in Dusseldorf, Wuppertal, Hanover and Hamburg, also tyre and battery factories.

The delegation was also received by Brigadier J. A. Barraclough, D.S.O., 0.B.E., M.C., Commander, North Rhine Province, and Major-General G. W. R. Templer, C.B., D.S.O., 0.B.E., Deputy Chief of Staff (Exec.). At the Control Commission at Lubbecke, the information room was also visited. The delegation gives commendation to the organization of road transport in the British zone of Germany, and on the care obviously taken in the selection of the staff concerned.
