'THE European Parliamenl Transport Committee is reported to be in agreement with the EEC Commission's proposal on road passenger traffic. In particular it agrees that passenger traffic should come under the common transport policy. But for the moment it considers it advisable to fix common rules only for international road passenger services and to leave domestic traffic on one side.

Some additions to the Commission's proposals, however, are suggested. Included among these is a requirement for common technical safety rules (brakes, electrical equipment, and so on) to be set up for vehicles for passenger transport by January 1, 1968.

New Buses for East Midland: East Midland Motor Services Ltd. has taken delivery of seven Leyland Atlantean double-deckers with Alexander 74-seat bodies and nine Leyland Leopard single-deckers with Willowbrook 53-seat bodies. The single-deckers cost £5,500 each, and the double-deckers £7,000 each—the most expensive vehicles to enter the company's fleet.

and Northampton: Six new Roe-bodied Daimler CVG6 double-deckers have replaced a similar number of 1947 buses in the Northampton Corporation fleet. All of the Corporation's 91 buses arc Daimler CVG6 double-deckers.

Buses Must Pay: After allowing its ancient market square to be used as a bus station free of charge for 35 years, Buxton (Derbys) Town Council has decided to charge £250 for its hire.

Mr. I. Campbell, at present chief engineer of United Automobile Services Ltd., has been appointed director and general manager of Cumberland Motor Services Ltd. with effect from June 1. Mr. Campbell has held various engineering posts in the Tilling Group, which he joined In 1947 when he was appointed deputy assistant engineer of Eastern Counties Omnibus Co. Ltd. From 1950 until 1956 he was assistant engineer of Thames Valley Traction Co. Ltd. and became chief engineer of that company in 1956. in 1961 he was appointed chief engineer of his present company.

Mr. C. H. Preece, traffic manager (commercial) of the Western and Southern National Omnibus companies, is to retire on March 31. Mr. L. T. Duncan, the present traffic manager (operating) of those companies, will assume overall responsibility for the traffic department. As a result of this reorganization his title, from April I, will be traffic manager.

Mr. R. V. Stevenson has been appointed chief safes engineer of the Lockheed Avery division (flexible hoses and self-sealing couplings) of Lockheed Precision Products Ltd.

At its annual general meeting last week, the livestock group of the Road Haulage Association elected Mr. F. G. Garrood (F. G. Garrood Ltd.. Newark) as chairman and Mr. W. J. Bowles (Bowles Transport Ltd., Cheltenham), Mr. G. C. Harvey (Harvey Bros. (Transport) Ltd., Coningsby) and Mr. A. E. Nelson (Barnes and Nelson, Kendal) as vice-chairmen.

Mr. F. K. Pointon, a director of Sheffield United Tours Ltd., has been elected chairman of the company in succession to Mr. E. L. Taylor, who has resigned from the board in view of his impending retirement. Mr. J. H. Richardson has been appointed a director of the company. Mr. Pointon has also been elected chairman of Thomas Brothers (Port Talbot) Ltd., in succession to Mr. W. M. Dravers, who has resigned from the board owing to pressure of other business commitments. Mr. J. H. Richardson has been appointed a director of the company.

At annual general meetings of the Road Haulage Association East Midland sub-areas, the following officers were included in those elected for the ensuing year: Scunthorpe—Mr. J. Mr. William Thornton has been appointed European sales manager of Smith Transport Ltd., Toronto, Canada. a wholly owned subsidiary of Canadian Pacific. Mr. Thornton, who will be based in .London, joined Canadian Pacific in 1928.

Mr. Monty Prichard, managing director of the Perkins Group, is to be a featured speaker at the annual convention of the Local and Short Haul Carriers National Conference at Cincinnati, Ohio (April 26-29). Mr. Prichard is to discuss ways in which equipment suppliers can help the smaller truckers achieve profits and progress through management education.

The Royal Automobile Club this week announced the appointment of Mr. Leslie Webb as the Club's chief engineer. A 54-year-old Mancunian, Mr. Webb was trained at the Royal College of Technology, Salford (Lanes) and joined the RAC in 1945 after war service with the R AF. Mr. Charles A. H. Harris and Mr. Percy W. Colley, deputy staff manager and chief designer respectively of Midland Red, are to retire at the end of this month. Mr. Harris has service totalling 52 years with Midland Red and associated undertakings. He originally joined the British Automobile Traction Co. Ltd. in 1913 and became deputy staff manager in 1947. Mr. Colley has 41 years' service with the company, which he joined at the time it was starting to develop its own engine design and single-deck bus. He was appointed chief designer in 1938.

Included in the recent elections of officers for 1965-6 of the Eastern area of the Traders Road Transport Association wore Mr. N, S. Hunter (Hoffman Manufacturing Co. Ltd.), chairman; Mr. R. E. Wing (Fisons Pest Control Ltd.), Mr. M. F. Horton (R. and W. Paul Ltd.), Mr. A–E. Prescott (Austins of East Ham Ltd.), Mr. G. W. Scott (SPD Ltd.) and Mr. E. W. Hearne (Ransomes and Napier Ltd.), vice-chairmen. Mr. R. S. Adkins (Reed Transport Ltd) was elected chairman for the Kent area. In the Merseyside and North Wales area, Mr. T. Williams (United Molasses Co. Ltd.) was elected chairman, and Mr. G. Wilmshurst [Barker and Dobson Ltd.) vice-chairman.

Mr. Gordon Wilson has been appointed commercial director of Sintered Products Ltd., a member of the Sheepbridge Engineering Group.

Mr. John A. Taylor last week retired from the directorships of Steel Barrel Company Ltd.; Carrimore Six Wheelers Ltd., Anthony Hoists Ltd. and G. Scammelt and Nephew Ltd. Mr. Taylor joined the Carrimore company in 1919 when it was known as Carrosserie Latymer Ltd., builders of four-wheel trailers. The milk carriers' group of the Road Haulage Association has re-elected Mr. R. P. Miers (Miers Transport Ltd.. Wolverhampton) as chairman for :he ensuing year and re-elected Mr. C. W. E. Windsor-Richards as vice-chairman.

Mr. Harold E. Elliott has been appointed deputy sales manager of Atkinson Vehicles Ltd., Preston, from April I.. Aged 53, Mr. Elliott joined Atkinson in 1947, and in recent years has been in charge of programme allocation. He was for many years concerned with production and material control at Leyland Motors Ltd.

Mr. J. W. Tate has been appointed Southern regional sales manager of Wingard Ltd. Mr. D. A. Aldridge has been appointed representative for Yorkshire. Northumberland and Durham.

At recent sub-area elections of the West Midland area of the Road Haulage Association, the following were included: Leamington, Stratford and Warwick: Mr. F. C. King-Smith (W. Inson and Son Ltd.), chairman; Mr. A. E. Oran (Eric Newcombe Ltd.), vice-chairman. Walsall and Cannock: Mr. J. H. Hubbard (J. H. Hubbard (Contractors) Ltd.). chairman: Mr. J. The Duke of Richmond and Gordon has been elected vice-president of the Royal Automobile Club in succession to the .late Earl Howe. At the annual general meeting of the London division of the Industrial Transport Association, Mr. L. F. G. Hand retired as chairman and was succeeded by Mr. K. R. Dwyer. The retiring chairman commented on the marked increase in the educational effort inasmuch as the Association was now dealing with something like 100 per cent more students. Mr. A. E. Prescott and Mr. A. M. Lawford were elected vice-chairmen.

WE regret to record the death of Mr. N. K. Kitching.

• Mr, Kitching was the North West area manager of Hepworth and Grandage lAd., Bradford, manufacturers of Hepolite engine components. He joined the company in 1947 as replacement representative operating from Newcastle upon Tyne, and was promoted to NW area manager in 1950, moving to Manchester.

Altered Areas for Road Engineers

rHANGES in the areas of responsi bility of some Ministry of Transport divisional road engineers have been made by the Minister of Transport. The changes, which come into effect on April 1, 1965, will bring the areas into line with the regions adopted by the Government for economic planning purposes. They are as follows:—

The geographical county of Westmorland and the whole of the geographical county of the North Riding of Yorkshire becomes the responsibility of the divisional road engineer, Northern Division.

The High Peak District of Derbyshire becomes the responsibility of the divisional road engineer, North Western Division.

The geographical county of Lindsey lexcluding the County Borough of Lincoln) becomes the responsibility of the divisional road engineer, Yorkshire Division, which will be renamed Yorkshire and Humberside Division.

As a resort of these changes, the Northern Division will embrace Cumberland, Durham. the North Riding of

Yorkshire, Northu mberland , and Westmorland. The divisional road engineer is Mr. C. W. Gair. The North Western Division will embrace Cheshire. the High Peak district of Derbyshire. and Lancashire. The divisional road engineer is Mr. J. D. Wallace.

The Yorkshire and Humberside division will cover Lincolnshire (Lindsey. ). the East and West Ridings of Yorkshire and the County Borough of York. The divisional road engineer is Mr. R. B. S. Chettoe.

Westmorland was formerly covered by the d.r.e., North Western Division. The North Riding of Yorkshire was covered partly by the d.r.e., Northern Division and partly by the d.r.e.. Yorkshire Division. The High Peak District and Lindsey were formerly the responsibil of the d.r.e., North Midland.
