Which of the following most accurately describes the problem?

ANOTHER threat io London Transport bus services was removed last week when agreement was reached on new pay increases for 4,300 maintenance men employed at bus garages. The men, who had lodged a claim for a " substantial " rise in pay last autumn, were becoming highly critical at the delay in settling this and were threatening industrial action

unless there was a quick settlement.

Under the agreement they will get an extra 8s. 6d. a. week for semi-skilled men and -8s. for unskilled. This represents a rise of about 4 per cent,
