Which of the following most accurately describes the problem?

• A case for concessionary tolls for intensive users of the Merseyside Tunnel will be presented to the Joint Committee in January by the Transport Committee of the Merseyside Chamber of Commerce and Industry which wants a minimum of 30 journeys a month per vehicle to qualify for the concession, as is the case in Scotland.

Mr David Owen, assistant secretary, said some firms averaged 750 journeys a week through the tunnels and they thought these firms were entitled to a concession.

The Transport Committee reported that the FTA had carried out a comprehensive investigation. Replies from 126 operators indicated that only 4 to 5 per cent would qualify for the concession on the Scottish basis. This. it was considered. would be an acceptably low percentage for the Mersey Tunnel Joint Committee to consider.

It was decided to contact the local secretary of the RHA to ascertain if any supporting evidence would be available.
