Which of the following most accurately describes the problem?

• The continuing absence from the Scottish traffic courts of representatives from Colville's Ltd., to uphold its written support for applicants asking to handle its traffic, was noted in Glasgow on Monday, by Mr. A. B. Birnie, the Scottish LA. Moore's Motors (Ayr) Ltd. were granted three attics on A licence to carry steel products, coil steel, and goods of indivisible length for Colville's Ltd.

At an earlier hearing British Rail had objected, but at this continued hearing BR withdrew, on agreement, to have the normal user amended to "strip steel in coils from Colville's Ltd., Gartcosh Works, as required".

Only evidence of need was in the form of written support from Colville's. Mr. A. B. Bimie said that this was most unsatisfactory and required clarification.
