Which of the following most accurately describes the problem?

• County Councils have accepted proposals by the Department of Transport to raise weight limits on twoaxle rigid vehicles to bring them into tine with other EEC requirements.

At a meeting of the Association of County Council's Planning and Transportation Committee, they agreed in principle, but pointed out that all the signs currently displaying a 16.5 tonne limit will have to be altered to 17 tonnes.

Under the proposals all two-axle vehicles with a minimum 3m wheel base will be restricted to a maximum of 10,500kg on the sole driving axle, and to a maximum gross weight of 17,000kg. The proposals will bring `other two-axled motor vehicles' into line
