Which of the following most accurately describes the problem?

Continent will be pleased to hear that next year every EEC border crossing is to be graced by a sign, telling lost travellers which country they are about to enter.

Simultaneously the familiar round red and white `Douane' and Zoll' customs signs are to be replaced by square blue signs bearing a circle of 12 yellow stars (one for each EEC member). What will not be on the new signs is the word 'customs'. Britain's Trade Minister Alan Clarke, who presided over the committee which decided on the new Eurosigns, explains, "the word suggests controls, a foreboding image we wish to remove from the EEC."

A fine sentiment which fear will do nothing to allay the groundless feeling of guilt I suffer every time I pass through a 'nothing to declare' gate.
