Which of the following most accurately describes the problem?

Last year the Czechs started a big trolleybus production scheme, which will supply 30 major towns with trolleybus systems. In order to implement this project, improvements were made to the Ostrov works. Here 500 Skoda Tr14 trolleybuses will be produced annually, in an improved up-to-date design.

A Tr15 articulated trolleybus which is 18 metres long and holds 150 passengers, is going into regular production. The Tr15 was designed in collaboration with a Yugoslav manufacturer.

Meanwhile, tests are being conducted on an articulated trolleybus with a hybrid drive system which may be operated either from overhead cables, or from a battery, to allow for sudden route changes.
