Which of the following most accurately describes the problem?

• Essex haulier Derek Lodge trading as Tiptree Union Haulage has had his licence renewed for 12 vehicles and 10 trailers with a condition that at no time will there be more than eight tractors, two rigids and five trailers at his operating centre.

Lodge, of Copford, near Colchester, applied for renewal in respect of 14 vehicles and 10 trailers. He was opposed by Colchester Borough Council and local residents.

This was the second hearing by the authorities at Colchester.

The Transport Tribunal directed that the first application be reconsidered as they felt the DLA had misdirected at the previous hearing.
