Which of the following most accurately describes the problem?

Mr. H. Jordon's letter, "Railways should carry more" in the April 1 issue. He mentions the number of vehicles found defective after spot checks and uses this to help his argument for rail transport.

It may interest Mr. Jordon and your readers to know that during 1965 spot checks were also carried out on private cars, light vans and motorcycles. Figures obtained from those tests showed that 49 per cent of the vehicles tested were defective. So can the private car hold preference safetywise over the commercial vehicle?
