Which of the following most accurately describes the problem?

TWO new heavy security lorry parks opened in the London Borough of Greenwich last week at the same time as the local council slapped on a night street parking ban.

The parks, which are under the supervision of the Royal British Legion Attendants Company, are within two miles of each other with accommodation for more than 100 heavy goods vehicles.

Entry to the Cambridge Barracks, Francis Street, and the Blackwall Lane parks will be free for a limited period. A pay-and-display system with charges at 70p per vehicle for 16 hours will be implemented later next month.
