Which of the following most accurately describes the problem?

TOTAL expenditure by local authorities in England on transport between home and school was about £38m in the financial year 1974-75, said Education Secretary Mr Fred Mulley in the Commons last week.

Replying to a question from Mr Dafydd Thomas (Plaid Cymru, Merioneth), Mr Mulley said that if pupils now receiving free school 'transport paid 7p a journey it was estimated that the yield would be about £26m a year, or 40 per cent of the present total cost for England and Wales.
