Which of the following most accurately describes the problem?

DRAFT regulations on the use of dynamic weighing machines have been slammed by the Freight Transport Association this week. They have told the DoE that using such machines for enforcement purposes was "premature."

Ideal conditions were needed if reasonable, accurate results were to be obtained and these were unlikely at roadside checks or in ports. The tolerances which were written into the draft regulations did no more than compensate for acknowledged inaccuracies in the machines themselves.

The ITA asked for joint trials to be held Using both dynamic and platformtype weighbridges, before further progress was made with the draft regulations.

They commented that members who had used the dynamic machines had experienced considerable problems, including difficulties in driving a heavy goods vehicle at the required slow speed, failures in the design of the equipment, prob lems with the machines' installation, and the need for an absolutely smooth and level run in and out.

The FTA said •that regulations laying down the accepted methods of weighing vehicles should be brought in before any regulations relating to the type of machine being operated. If this were done the "confusion and difficulties" which had surrounded the weighing of multiaxled vehicles for so long would be ended.
