Which of the following most accurately describes the problem?

• Freight importers, customs clearance agents and hauliers using the Port of Dover can now take advantage of a unique banking facility.

A link-up between Dover Harbour Board, Barclays Bank and Borzo Investments means that bankers' drafts will be available outside normal banking hours, at the port, seven days a week. The facility will be known as the Barclays Express Draft Service.

The service is exclusive to Barclays Bank customers although director for the Dover area, Peter de Bunsen, says: "We will be pleased to consider opening an account for non-customers who wish to benefit from this service."

Dover's director of finance and marketing, John Turgoose, says the banking facility will be available within the Import Freight Complex at Dover's Eastern Docks. It represents an alternative way of arranging VAT payments for frequent importers and is expected to reduce delays for occasional importers and those who need extra funds to pay customs duties and VAT.
