Which of the following most accurately describes the problem?

"T REALIZE the difficulty in getting

I. support for applications", the Scottish Licensing Authority said in Glasgow on Tuesday when, after a brief adjournment, he refused an application for an additional vehicle by Allan Bros., furniture removers, of East Kilbride.

Mr. James Law. for Allan Bros., said East Kilbride's population had increased steadily to the present 69,000 and was likely to increase further and the company had been unable to meet the demand for household removals; it had also been difficult to hire transport. He submitted supporting letters from the town council and several firms.

The LA said he considered there was insufficient evidence to support the application.

At the same hearing the LA inquired into the applicant's vehicle maintenance facilities. He was told that Allan Bros. had moved to a larger site because of business expansion and now proposed to build a garage for maintenance work; they had no indoor cover for repair work. A mechanic /driver was employed (the company had five vehicles) and, with Mr. Allan himself, the work could be handled.

Mr. Allan said all the vehicles were examined two or three times a month and when the new garage was finished the mechanic /driver would become a full-time mechanic. He said the firm kept strict records of maintenance work.

Asked if he had any system of preventive maintenance, Mr. Allan said he believed preventive maintenance was the regular examination of vehicles; he had all his vehicles inspected regularly.

The LA warned the firm to seek the advice of the Scottish goods vehicle maintenance advisory committee; they would be happy to advise Allan Bros., or any other firm, in respect of GV9s.
