Which of the following most accurately describes the problem?

AN appeal by D. and M. Perrie against refusal by the Western Traffic Commissioners of an application for a stage service between Okehampton and Bude, and its grant instead to W. J. 0. Jennings, has been dismissed by the Minister of Transport.

In her written decision the Minister says the case turned on which of three applicants should he granted the rail-replacement service to be subsidized by British Railways. (COMMERCIAL MOTOR, January 20).

She accepted that Jennings were best equipped with resources to undertake the service and she felt that the help which such a service could give to Perrie in support of this operator's rural service did not, in this instance, outweigh the factors favouring Jennings. A joint service was, she felt, not appropriate here.

A similar appeal by Okeridge Motor Services Ltd., Okehampton, against the grant to Jennings was also dismissed by the Minister on similar grounds.
