Which of the following most accurately describes the problem?

ANOVEL feature of the Traders Road Transport Association 1967 National Conference (Imperial Hotel, Blackpool, October 11 to 13) will be a special session for which a variety of speakers, all experts in their own fields, have been briefed. Final choice of speaker and subject will be determined by the problem giving most concern to C licence operators at the time of the conference. Possible subjects include drivers' hours, evening deliveries or the effects of other new legislation.

With a theme of "Efficiency in Transport", the conference will have a first session devoted to transport costing, by Mr. L. A. Castleton (Metal Box Co. Ltd.). In the belief that the Government's transport plans will be known by then, the TRTA has asked Mr. Stephen Swingler, Parliamentary Secretary to the Ministry, to address the conference, and he has agreed.

Papers on maintenance requirements, vehicle inspection and the practicalities of driver training will be presented by Mr. A. G. Bryant (Reed Transport Ltd.), Mr. M. Bassindale (Continental Oil Co. (UK) Ltd.), and Mr. K. C. Turner (chairman, Road Transport Industry Training Board) respectively.
