Which of the following most accurately describes the problem?

THE chairman at South Hunsley Magistrates Court Alderman A. W. P. Newton, commenting on the case of Roy Kilner, of Huddersfield Road, Shelley, Huddersfield who admitted exceeding the speed limit in a goods lorry, said transport owners who introduce a bonus scheme depending on the number of loads moved were encouraging their drivers to break the speed limit.

Kilner was disqualified last year from driving for six months following a previous offence of breaking a speed limit. The present case was the third endorsable offence since he went back to driving and rendered him liable for further disqualification. Aid. Newton said that because driving was Kilner's livelihood the court would show leniency and he would be fined £10.

The chairman added: "You are very much in the wrong but I must also say that owners who put men on this type of load bonus scheme are only encouraging them to break the speed limit".
