Which of the following most accurately describes the problem?

THE Ministry of Transport has set aside £500,000 towards cutting down accidents caused by skidding. A major campaign is being launched by road engineers as part of Stop Accidents Year.

Road surfaces at 91 black spots throughout the country are to be dug up and relaid to increase resistance to skidding in wet conditions. The type of surface will differ to suit prevailing traffic speeds.

About 5,000 accidents causing injury or death could be prevented each year by removing the skidding blackspots, it is estimated. Wet skidding crashes have been cut by 80 per cent by treatment of road surfaces in selected areas.
