Which of the following most accurately describes the problem?

ROLLSROYCE Motors' diesel division at Shrewsbury is deeply concerned at a decision of Shropshire County Council's planning and transport committee to oppose the heavier lorry.

The company called on the committee to think again, and warned of the implications to local employment if the move went through.

It fears for its long-term future if the heavier lorry proposals are not implemented.

A spokesman said: "The heavier truck is the key to our future. We and other engine and truck manufacturers have invested millions of pounds in research, development and production facilities to provide an engine and truck to match the best in Europe.

"That investment is not being realised because of successive governments' failure to spell out to the nation the economic benefits associated with heavier trucks."
