Which of the following most accurately describes the problem?

WHILE Continental railways urge goods-vehicle operators to use piggyback services, British Rail is reported to have refused to allow Edward Lacoste, who runs Overnight Bag Enterprises, to continue to send his small vans by Motorail. He has been trunking by rail twice a week between Edinburgh and London on a door-to-door service for delicate goods.

How this system differs in principle from Freightliner I cannot understand. But with kamikaze pilots at the controls, the railways have no future, anyway, so Edward Lacoste may well be on a hiding to nothing.
