Which of the following most accurately describes the problem?

LONDON Transport has rejected an application by a private operator to run a stage carriagecum-sightseeing tour in Central London.

The operator, Culture Bus, hoped to run the tour between historic sites allowing passengers to get off the bus, visit one site, and then catch another Culture Bus to complete the tour at their leisure.

Culture Bus wanted to include Oxford Street, which is closed to coach operators for most of the day, on the tour. However, it was not considered feasible to allow one coach operator to use the street yet exclude all others. LT also felt that additional use of bus stops could cause problems for its own services.

Culture Bus has appealed against the LT refusal, but the Greater London Council is supporting LT as it feels that the service could take tourist traffic away from LT and worsen its financial position.
