Which of the following most accurately describes the problem?

THE LEA Valley area in North-East London could be turned into a trunk road from the M25 to inner London, said John Webster, vice chairman of the Graham Road Residents Association.

Part of Lea Valley is a derelict site perfectly situated to take traffic off the congested Hackney Wick/Archway stretch of road, he explained. "The road would link the Docklands redevelopment area and the Lea Valley industrial belt, turning it into a rapid and integrated transport network."

Lorries could then be kept out of the area and the "basis for planned growth in the manufacturing side of the economy" would be created. "This is crucial if East London is to recover."

If this scheme was not taken up by the Greater London Council, then a night-time ban in Hackney should be brought in as soon as possible to allow residents a good night's sleep. Although this might simply mean that the lorries would travel during the day in a larger number, the Association feels this would be worthwhile.

Although a ban would mean many more smaller lorries on the road, this did not deter the Association. "And paying a few more pence in the pound for food would be no great hardship to consumers," he said.
