Which of the following most accurately describes the problem?

THE new shorter working week for cotton-spinning and weaving workers in East Lancashire started on Monday and local transport undertakings were apprehensive about the new finishing time of 5 p.m.

Some operators had warned the unions and the cotton managements that it might prove difficult for the usual supplementary vehicles to be provided 30 minutes earlier. Mr. C. Paige, Oldham Corporation transport manager, told The Commercial Motor that all his buses were fully committed for engineers and other workers at 5 p.m. There simply were not enough buses to cater for both worker forces at the same time.

But Mr. R. F. Bennet, Bolton transport manager, said they would have to provide more buses and he thought they would have the situation under control in a few weeks.

A spokesman for Blackburn transport department said they had encouraged workers to finish at 5 p.m. as this fitted easily within their schedules.
