Which of the following most accurately describes the problem?

• A deputation from Newcastle upon Tyne City Council met Mrs. Barbara Castle in London on Tuesday, to protest about the proposed takeover of the city's transport undertaking by a Passenger Transport Authority (COMMERCIAL MOTOR, February 2). The deputation was headed by Cllr. Arthur Grey, leader of the council and Cllr. Neville Trotter, chairman, traffic, highways and transport committee.

A spokesman for the Ministry stated that arrangements had been made for Ministry officials to visit Newcastle in the near future for further discussions.

Cllr. Trotter said afterwards that Mrs. Castle would not accept the views of the delegation and that she was adamant that the Newcastle undertaking should be submerged in a PTA. He said that there might be a case for a public inquiry into the Minister's proposals. He did not think that a change of ownership would matter to Mrs. Castle.
