I The driver of a 3+-ton Bedford consisting of chassis, engine and driver's seat was prosecuted by the police for exceeding 30 mph with a "motor tractor". Winchester magistrates dismissed the summons against Mr. Lionel Charles Tunrey on the grounds that the Bedford was not a "vehicle" within the 1960 Road Traffic Act.

And on Monday the Queen's Bench Divisional Court dismissed the police appeal against the magistrates' decision and ordered them to pay Mr. Turvey's costs. Leave to appeal to the House of Lords was dismissed. Lord Parker said the chassis was not a motor tractor in the ordinary sense of the word.
