THE PROPOSED extension of the M23 between Hooley in Sur and Mitcham in London was turned down in a joint decision former Transport Secretary Norman Fowler and the Environmo Secretary Michael Heseltine. The decision follows recommendations made by the inspector.
It was felt that a major new motorway in the area would sim, mean the concentration of traffic would break up nearer the heart London in heavily built-up areas. As a result of this, improvements will be made to the existing rc network.
