Which of the following most accurately describes the problem?

TRODUCING a new breed of idi-skip bin loader, Ronald est, managing director of est Waste, hit out at "cow

oy" operators who use illegal ii-skips"

"These characters are loading uyd skips on Transits and Jaanese chassis, working all ours outside the regulations nd giving the industry a bad ame.

"Because we are prolesonals, we are showing them ow to do it. Our new Ford Aeries based Midi-skip is entirely ithin the law," he said.

"It comes under 0-licensing, ansport manager's licence reuirements, hours and records it's got a tachograph — we ave gone for a legitimate ehicle, but we're having to pay le price. Not only do we have to leet all those requirements, but .re have to pay E7 each time we mpty a skip at the municipal tip. "The cowboys go in for nothig, with their private, un,erweight but overloaded eh icles."

The midi-skip is a new aspect f the West fleet, which, from its ase in Colchester, Essex, has ecome one of East Anglia's !ading waste contractors.

The first chassis delivered — iother is on order — is a Ford 0609, powered by Ford's York iesel. It has flat platform bodyork on which the skip-loader aar can be secured.

Co-operation between three impanies — Opal Glenn, David ackrill and Briggs and Stratton produced the hydraulic mechiism and lifting gear which Indies the skips. The vehicle was supplied by Candor Motors, main Ford agent for Colchester.

The mechanism itself follows conventional design for the larger skip-loaders. Two hydraulic rams act directly on lifting arms, from which chains are suspended.

The chains locate the bins at four points, providing an even lift.

West operates the midi-skip with a ratio of 40 bins to one chassis, and says that the demand has been overwhelming.
