• Vehicle Inspectorate plans to crack down on cowboy operators are due to be launched next April, The enforcement agency hopes to persuade the Government that from the beginning of the next financial year it should be able to spend more time targeting law breakers, even if this activity is at the expense of large-scale vehicle checks.

Before sanctioning such a scheme, however, ministers will have to be persuaded that a reduction in the number of vehicles checked is acceptable to the public.

Critics say the present method of measuring enforcement encourages "meaningless" vehicle checks at the expense of more valuable, but expensive, investigative work into errant operators.

Vehicle Inspectorate deputy chief executive Julian David says: "The new system would allow us to think more carefully about which vehicles to pull over rather than just 'counting axles'."
