Which of the following most accurately describes the problem?

• Windermere Council unanimously decided this week to back the application of a local firm, Mountain Goat Minibus Service, to run a new series of excursion tours in the Lakeland National Park.

The firm proposes to run trips over several tortuous Lakeland passes and also to run evening tours. Three companies will contest the application shortly to be heard by the Traffic Commissioners.

Windermere Council is backing the application because it says minibuses are the only type of service vehicles able to do the job.
