Which of the following most accurately describes the problem?

GLASGOW'S 6,000 municipal transport workers claim that the wages freeze does not apply to them and have demanded their recent 9s. 3d. wages award.

Talks took place last week between the transport committee convener, Cllr. William Lee, and Mr. E. R. L. Fitzpayne, transport manager, about the claim and a meeting between Cllr. Lee and the union representatives of the bus and underground workers and maintenance staff is being arranged.

The freeze of the wages award has meant that, taking overtime into consideration, the bus workers are losing an 'average of £1 a week.

"Our members are incensed at this quite improper application of the wages freeze", said Mr. Alex Grant, secretary of the TGWU. Chairman Mr. Dick Webster and other members of the bus workers' negotiating committee, together with Mr. Grant, have told Mr. Fitzpayne that they wanted the award to be applied at once.
