3y John Darker

rN HIS written decision refusing a longL. outstanding Contract A renewal bid by koke St. Michael Transport Co. Ltd., COMMERCIAL MOTOR, July 1) the Western licensing Authority expressed his concern it evidence regarding the intensive )perations of a vehicle working for John Wainwright and Co. Ltd., Mendip quarry }wners, and intimated that he was asking his enforcement staff to investigate.'

Next Wednesday at Bristol P. N. Massey ind F. Banfield (directors of Stoke St. dichael Transport Co. Ltd.) will appear xfore the Western L. A. at a Section 178 nquiry brought under the seldom-invoked :lause (1)(e) which refers to A or B icensees suspected of "persistently charging 'or services which consist of or include :arriage of goods by road in any of the tuthorised vehicles sums insufficient to meet he cost of rendering those services, and las thereby placed other holders of carriers' icences at an undue or unfair disadvantage in competing with him as respects the carriage of goods by road ".

The Mendip Tipper Group have successfully negotiated improved rates with a number of quarry managements, but I understand that negotiations with John Wainwright have so far proved unfruitful.

It is believed that Western area enforcement staff have trailed tippers at speeds alleged to be 50 to 60 m.p.h., and my information suggests that a number of operators may soon have to explain themselves to the Western L.A.

Noappearance-no grant Noappearance-no grant

Ar. Birmingham last Friday, Mr. L. H. Colclough failed to appear to make an application for a B licence for two car transporters not exceeding five tons each and two trailers not exceeding one ton each, with conditions which included carrying new cars for various companies and on behalf of other operators within 175 miles of base.

The West Midland Licensing Authority, Mr. J. Else, refused the application.
