Which of the following most accurately describes the problem?

THE Minister of Transport is proposing, in consultation with the Economic Planning Councils, to set up regional transport coordinating committees in the autumn.

Announcing this last week, Mrs. Castle said the establishment of transport authorities had to await legislation, following consultation with the local authorities and public transport operators.

The need for these widely embracing transport authorities was very urgent, and the need for integration of public passenger transport had been evident for some time. She hoped to be able to introduce the necessary legislation next session.

Mr. Thomas Galbraith (Tory, Hillhead) asked if there was any difference between coordination and integration.

"There is a very big difference", replied Mrs. Castle. "One can have co-ordination more or less successful between two separate sovereign bodies. What we need here is a merger of ownership and control".
