Which of the following most accurately describes the problem?

LAST week's announcement of a special study of vans in accidents came after an MP had tried unsuccessfully to find out accident statistics.

Sir Donald Kaberry (Tory, Leeds NorthWest) had wanted to know how many accidents within the past twelve months had involved small commercial vans where the absence of possible additional side windows might have been a contributory factor. He wondered also what statistics were kept by the Ministry of Transport to keep a check on such possibilities.

Mr. John Morris, the Parliamentary Secretary, told him that the national statistics did not give this information—and then he announced the special study.
