VHEN Mrs. Castle is reviewing the carriers' licensing system she will bear in mind the 3ssibility of attaching parking conditions to the suing of A, B or C licences.
This promise was made in the Commons last eek after Mr. Hugh Rossi (Tory, Hornsey) had iggested that the licences should be issued only n condition that the applicant had sufficient arking space on his own premises for his vehicles -and used it.
This would touch only part of the problem, ointed out Mr. Swingler, adding that local uthorities already had powers under the road 'raffle Acts to control or prohibit parking on le street by commercial vehicles.
