AT a recent meeting, the international group of
the RHA discussed the difficulties arising from the fact that some countries are still insisting on the use of carnets de passage en douane. It was noted that British Customs had dispensed with the use of these documents several years ago, and it was felt that the operation of international haulage would be considerably expedited if all European countries were to follow this example.
It was unanimously agreed to make representations to IRU to raise at ECE level the question of the abolition of this type of carnet throughout Europe.
Attention was also given by the group to applications by foreign hauliers for fulland short-term A and B licences to operate in this country. It was felt that developments in connection with full-term licences to engage in domestic traffic required a careful watch.
It was also stated by some members that cases were arising of foreign hauliers entering this country without licences or incorrect licences— for example, professional hauliers operating under a short-term C licence. It was decided that concrete cases should be referred to head office for appropriate action.
