Which of the following most accurately describes the problem?

of the Yorkshire Traffic Commissioners (Major F. S. Eastwood), at a public inquiry in Scarborough, last Friday, that the Commissioners had been repeatedly "let down" in trying to help Scarborough Town Council to meet the problem of coach traffic congestion.

The subject of the inquiry was the Commissioners' ban on excursion coaches unloading and loading on the sea front, and the requirement that they should set down and pick up passengers at Wcaponness Valley Road coach park, or, in the case of coaches from the north, at William Street.

Objections to the scheme were put forward by Scarborough Corporation and Yorkshire and Lancashire operators. Urging that the Marine Drive should be available for setting down and picking up of excursion passengers, the objectors submitted that Weaponness Valley Road coach park was too .far (0.8 miles) from the sea front.

A compromise decision was reached by the Commissioners. On Saturdays, Sundays. Bank Holidays and during Bank Holiday week, coaches are to use the Weaponness Valley Road coach park for unloading, . loading and parking. On other daYs, coaches may unload, load and "parkin Marine Drive,

provided that the corporation works out a detailed scheme of bays there. Vehicles must enter and leave by the northern entrance.

The Commissioners imposed their now modified sea-front ban after traffic conditions, described as chaotic, had arisen at Whitsuntide and had led Major Eastwood to visit Scarborough. The Commissioners' scheme was accepted by the town's watch committee, but at the next meeting the. town council adopted by a large majority an amendment to object to it. A proposed alternative, which the council had twice rejected, provided that coaches should always enter the Marine Drive from the north end, unload and load there, leave by the southern end and then park at the Weaponness Valley Road park.

In commenting that the Commissioners had on repeated occasions sanctioned changes in the arrangements for coaches visiting Scarborough-, Major Eastwood said: "The Commissioners have from last year. tried to help the council by taking quick decisions as requested by the council. Each time they have been let down. Unless the Commissioners are absolutely satisfied this time that any scheme. put up by the courted is going to be workable. they will not accept
