Which of the following most accurately describes the problem?

• HGV and PSV drivers are to be given new-style licences in a bid to cut down on fraud, says Junior Transport Minister Peter Bottomley.

The new licences incorporate special security printing and colouring to make forgery more difficult. At the same time better provision has been made for driver details and the guidance notes have been made more legible.

Existing licences will continue to be valid until they have to be renewed when the new versions will be issued.

Bottomley says that it is essential for road safety that people who drive lorries and buses should all be properly licensed.
