Which of the following most accurately describes the problem?

• Though authorising the operation of a double-decker by Blue Bus Services of Eccles, North Western Traffic Commissioner Martin Albu has cut the duration of its licence to expire at the end of September instead of in June 1989.

Albu had been considering what action to take against the two-vehicle licence, in the light of the firm's maintenance record. Evidence was given by a vehide examiner that one single-decker was being operated. That vehicle failed its annual test in August for 15 defects, and when he examined it in November he issued an immediate prohibition after finding 13 defects. He agreed he had been told that the firm were aware of some of the faults and that the vehicle was under repair.

Robert Boardman, a partner, said Blue Bus operated one local service, and had found that it was not a viable proposition with a single-decker. After the vehicle failed its annual test the company had found a new maintenance contractor. A further change was made fol lowing the vehicle examiner's visit, and the double-decker it was seeking authority to operate would be maintained by Salford Leyland DAF, with inspections every fortnight.

For the firm, Howard Landey said it had suffered from being let down by its maintenance people. It was a young operation, having started last July. The partners felt they had learnt a lot in the past few months. The teething problems had been overcome, and they felt they could now go on and run a valid and well-maintained service.

Albu said he would reconsider the whole position again at the end of September.
