QN appeal, James Smith and Co. (Wigan), Ltd., have been allowed to pick up and set down passengers at Carnforth on tours from Wigan to Skye and John o' Groats. Their appeal against the North Western Traffic Commissioners' decision has been only partly successful. The company wished to call at Carnforth on all northbound tours.
The Minister Of Transport's decision expresses the view that, when considering whether to vary licence conditions, Commissioners must take into account all the relevant factors specified in Section 72 (3) and (4) of the Road Traffic Act, 1930.
When an additional picking-up point on an existing route is applied for the Commissioners must consider whether a service from that point is necessary or desirable in the public interest, or will be convenient to the public, as well as the apportionment of extended tours between operators. The evidence justified the Carnforth picking-up point for only the two tours named.
[During the hearing (The Conunercial Motor, August 2, 1957) the objectors claimed that the fact that an operator advertised and offered tours far from his gathering ground was not in itself a sufficient reason to grant additional picking-up points to extend his area.]
The Minister emphasizes that his decision is based on the merits of the present case and does not set a precedent.
BUS OPERATORS TELL MINISTER
FOUR associations of bus operators have supplied the Minister of Transport with figures of cuts in services and the recession in passenger traffic, and estimates of the expected further deterioration in the industry's position next year. This is revealed in the annual report of the Public Transport Associatiod.
It states that employers of 82,000 drivers are now members of the Road Operators' Safety Council. In addition, 30,000 conductors are enrolled in a competition run in association with the competition for drivers.
MAY 3 LATEST FOR ENTRIES 1/TAY 3 is the latest date for entries to 1111 the Birmingham eliminating round of the Lorry Driver of the Year Competition on June 8. More than 120 entries are expected.
Competitors will start from the Serpentine Ground at Aston at 9 a.m. and follow an observed route to Fort Dunlop, where it is hoped that manceuvring tests will start at 9,30 a.m.

" EXTREMELY stringent competit:on " from abroad. particularly from Germany, is mentioned by Mr. A. V. Perry, chairman of the Clayton Dewandre Co., Ltd., in his annual report.
Increased labour costs have, he adds, absorbed a good deal of the savings made by modernizing production methods, but the net benefits have been passed to customers by way of reduced prices.
