Which of the following most accurately describes the problem?

'ITIE FIRST Bedford TL tractive units to be powered by 130kW (175hp) Blue series engines have entered service on brewery distribution work with Greenall Whitley of Warrington.

The new model, designated TL 1730 and with down-rated axles, wheels and tyres, is plated at 17.28 tonnes GCW. A lowered frame and fifthwheel height of 0.97m reduces the platform height by about 50mm.
